2022 is the year of the 20th National Congress of the Communist Party of China. First, deepen integration and sharing, and give full play to the role of a unified platform

(a) strictly implement the "should advance". In conjunction with relevant departments, the catalogue of public resources transactions will be revised, and public resources suitable for market-oriented allocation will be incorporated into a unified public resources trading platform system, so as to achieve "what should be advanced must be advanced" and "what can be advanced is advanced". Districts and cities should refine the catalogue of inbound transactions in the region in time to ensure that "there is no transaction outside the platform".

(2) Improve the reform performance evaluation indicators. Conscientiously implement the requirements of the whole process of electronic transactions, realize the standardization and normalization of the whole process of "no meeting" transactions, and build a visual online bid opening hall covering the whole province to ensure that the proportion of "no meeting" transactions exceeds 90%.

(5) Strengthen the management of the trading site. Make full use of the favorable conditions created by the "no meeting" transaction, explore the establishment of a digital witness room integrating intermediary services and on-site witness, improve the digital level of witness, and ensure independent evaluation by experts; Promote the layout optimization and function improvement of trading places such as bid opening area, bid evaluation area and electronic file consulting room, and comprehensively promote paperless management of trading sites.

Government affairs offices at all levels, together with relevant industry authorities, rely on the public resource trading platform and big data analysis to sort out clues about violations of laws and regulations in the trading field at least once a year, and hand over a number of case clues to the discipline inspection and supervision organs and public security organs.

Actively implement the requirements of the National Development and Reform Commission’s Opinions on Promoting the Integrated Development of Regional Public Resource Trading in the Yangtze River Delta, continuously improve the level of integration and sharing of public resource trading platforms, further break down hidden market thresholds and administrative barriers, and promote the rational flow and efficient gathering of various elements. According to the Yangtze River Delta regional public resources transaction integration cooperation agreement, take the lead in remote remote bid evaluation and CA mutual recognition of public resources transactions.

Fifth, strengthen team building and complete platform service management with high standards.
