Recently, the Jiangsu Provincial Department of Education issued a notice on doing a good job in the pilot work of comprehensive evaluation enrollment reform in colleges and universities in 2023. Let’s take a look!
In order to thoroughly study and implement Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era and the spirit of the 20th Party Congress, fully implement the Party’s educational policy, persist in educating people for the Party and the country, actively explore the enrollment mode of "classified examination, comprehensive evaluation and multiple admission", comprehensively consider the cultural scores of candidates in the college entrance examination, the examination results of colleges and universities, the scores of high school academic level examinations, the comprehensive quality evaluation and the characteristics of colleges and universities’ own training, and establish and improve a comprehensive evaluation system for talent selection in our province in 2023. The relevant matters are hereby notified as follows.
First, the enrollment institutions and brochures
After approval, a total of 24 colleges and universities have carried out comprehensive evaluation enrollment in our province.
12 universities of Class A:Nanjing University, Southeast University, University of Chinese Academy of Sciences, Zhejiang University, South China University of Technology, Beijing Foreign Studies University, Shanghai University of Science and Technology, south university of science and technology of china, nyu shanghai, Duke University of Kunshan, Chinese University of Hong Kong (Shenzhen), Shenzhen MSU.
12 universities of Class B:Nanjing Normal University, Nanjing University of Information Science & Technology, Nanjing University of Technology, Nanjing University of Posts and Telecommunications, Nanjing Medical University, Nanjing University of Chinese Medicine, Nanjing Forestry University, Jiangsu Normal University, Nantong University, Yangzhou University, Jiangsu University, Xi ‘an Jiaotong-Liverpool University.
Colleges and universities must scientifically and carefully formulate comprehensive evaluation enrollment brochures, which must include information such as leading institutions, enrollment majors and plans, requirements for elective subjects, registration conditions and methods, assessment procedures and methods, comprehensive score conversion methods, admission rules, consultation and appeal channels, and supervision mechanisms. Colleges and universities should scientifically and reasonably determine the registration conditions, select students with excellent comprehensive quality and outstanding innovative potential, and should not simply take papers, patents, competitions (activities) organized by intermediary institutions as the registration conditions and the basis for passing the preliminary examination. The competition certificate to be recognized shall, in principle, be a subject competition recognized by the national or provincial education authorities. Colleges and universities should scientifically determine enrollment majors according to the characteristics of disciplines, and in principle, they should focus on basic disciplines and characteristic disciplines. Colleges and universities should, in accordance with the relevant requirements of the comprehensive reform of college entrance examination in our province, formulate specific methods for the use of the comprehensive quality evaluation files of ordinary high school students, and make it clear in the enrollment brochure. The enrollment brochures of colleges and universities must be examined and approved by the Standing Committee of the Party Committee of the school, and submitted to the competent unit for examination and filing through the enrollment charter review platform before April 20. Before the end of April, colleges and universities announced the enrollment brochures to the public. Once the enrollment brochure is published, it shall not be changed without authorization; If there is any supplementary explanation, it should be announced to the public and notified to the Provincial Education Examinations Institute in a timely manner.
The comprehensive evaluation enrollment plan of Jiangsu provincial universities (except Kunshan Duke University) does not exceed 5% of the total annual undergraduate enrollment plan of our school.
If the Ministry of Education approves new colleges and universities to participate in the pilot, it shall be implemented with reference to the spirit of this notice.
Second, candidates’ registration and college audit
Before May 10th,All colleges and universities complete the registration work (the specific time is subject to the provisions of the college enrollment brochure). Candidates who meet the requirements of college entrance examination and comprehensive evaluation of enrollment in colleges and universities in our province can register according to the registration time and method determined by colleges and universities. Colleges and universities are not allowed to allocate places to middle schools. Candidates and their secondary schools are responsible for the authenticity of the application materials.
Before May 25th,Colleges and universities should organize special forces to conduct a preliminary examination of the materials submitted by candidates according to the registration conditions of the school, inform the candidates of the preliminary examination results in time, publicize them on the website of the school, and submit the list of candidates who have passed the preliminary examination to the Provincial Education Examinations Institute. Candidates’ application materials should be obtained before the registration time specified by colleges and universities, and no supplementary report can be made afterwards.
Three, colleges and universities to assess and determine the selected list
After the college entrance examination, colleges and universities should scientifically determine the content and form of assessment in combination with their relevant disciplines, professional characteristics and training requirements. Conditional colleges and universities should actively explore the addition of physical education subject tests in school examinations. The test items are determined by colleges and universities independently according to the actual teaching in middle schools, and the test results serve as an important reference for admission. The assessment process should follow the principle of "five randomness", that is, "the examiner is randomly determined, the examination room is randomly assigned, the examination questions are randomly selected, the students are randomly diverted, and the examiner takes turns randomly", and the number of judges in each group is not less than 5 in principle, and the whole process is recorded and videotaped. Candidates should pay attention to the information such as the assessment list and assessment time issued by the colleges and universities to be applied for in time.
After the collective study of the leading group for enrollment in our school, colleges and universities shall determine the list of selected candidates according to no more than five times the number of comprehensive evaluation enrollment plans, inform the secondary schools where the candidates are located, and report the list of selected candidates to the Provincial Education Examinations Institute for publicity. The published information of candidates should include name, gender, secondary school (or unit), qualifications, test items, test scores, eligibility criteria, selected universities and majors, etc. Candidates’ secondary schools and selected universities should be publicized on their websites for not less than 10 working days, and the publicity information must be kept until the end of the year.
4. Selected candidates voluntarily confirm or fill in the form.
Before May 31st,Candidates who have passed the preliminary examination of A-class colleges and universities must log on to the candidate service platform of the comprehensive business information management system for college entrance examination of the Provincial Education Examinations Institute (website: gk.jseea.cn) to confirm the willingness and order of applying for colleges and universities.
Candidates selected from B-type colleges and universities must log in to the college entrance examination volunteer reporting system of the Provincial Education Examinations Institute within the specified time, and fill in the comprehensive evaluation enrollment volunteer in the column of "Comprehensive Evaluation Enrollment". Their professional volunteers must be selected from the publicized majors, otherwise they will be regarded as invalid volunteers. At the same time, candidates who have obtained various enrollment forms (college special plan, comprehensive evaluation enrollment, high-level art troupe, high-level sports team) in many colleges and universities can only choose one to fill in.
Within the specified time, candidates who fail to confirm or fill in the above two types of comprehensive evaluation enrollment will be deemed to have given up the corresponding comprehensive evaluation enrollment qualification.
V. Filing and Admission
Candidates who have no objection to the publicity of the Provincial Education Examinations Institute and fill in the comprehensive evaluation of college enrollment will be admitted according to the following provisions:
1. Candidates’ elective examination subjects must meet the requirements of colleges and universities in the enrollment brochure before they can apply for related majors (classes).
2. Candidates’ college entrance examination culture score is not lower than the corresponding special type enrollment control line. Among them:
Any candidate who is identified as the selected scope by A-class colleges and universities, the Provincial Education Examinations Institute will file according to the ranking of the selected candidates provided by colleges and universities and the volunteers and order confirmed by the candidates before the undergraduate batch is advanced, and the colleges and universities will decide whether to admit and the majors to be admitted according to the published admission rules. Candidates who are admitted will no longer participate in any other batch of admission.
Candidates who are identified as the selected scope by B-type colleges and universities will be selected by colleges and universities according to the published admission rules after the undergraduate batch is advanced and before the undergraduate batch.
Colleges and universities should mark the admission type of "comprehensive evaluation enrollment" for the corresponding candidates when submitting the data of candidates to the Provincial Education Examinations Institute.
3. For candidates who do not meet the comprehensive evaluation admission criteria of colleges and universities, colleges and universities should withdraw their files within the specified time, and the Provincial Education Examinations Institute will file files in batches of undergraduate courses, and the candidates who meet the conditions for filing will file files according to their parallel volunteer.
4. The list of candidates admitted according to the comprehensive evaluation enrollment method and related information will be publicized in the admission universities and provincial education examination institutes respectively. The candidates’ information to be publicized should include their names, gender, secondary schools (or units), universities and majors, etc.
VI. Job Requirements
1. Strengthen organizational leadership.Comprehensive evaluation of enrollment is an important part of college examination enrollment. Colleges and universities are responsible subjects for comprehensive evaluation of enrollment work, with the principal responsible comrades as the first responsible persons and the responsible comrades in charge as the direct responsible persons. The main responsible comrades in colleges and universities should personally check, personally coordinate and personally supervise the relevant work. Party committees in colleges and universities should effectively strengthen overall leadership, strengthen the guarantee of conditions and clarify the responsibilities of relevant departments and staff. It is necessary to strictly implement the relevant provisions of the enrollment work of ordinary colleges and universities, and implement the responsibility system and accountability system for enrollment work in colleges and universities in accordance with the requirements of "who is in charge and who is responsible". It is necessary to strengthen risk prevention and control, improve the emergency response plan for all kinds of emergencies, and ensure the safety and stability of the examination organization. Education administrative departments at all levels, entrance examination institutions and middle schools should cooperate closely to provide necessary support and services for colleges and universities.
2. Strengthen the qualification examination.Colleges and universities should strengthen the verification of candidates’ application materials, and conduct full coverage verification of relevant certification materials submitted by candidates through expert appraisal and contact with the organizers for verification. Candidates attending middle school (or the original graduated middle school) must truthfully reflect the situation of candidates in all aspects of high school according to their student status files, school performance and university requirements, actively assist in providing relevant materials, publicize relevant information of candidates, and actively accept social supervision. Candidates who provide false application materials, once verified, shall be deemed to have cheated in the national education examination, cancel their registration, examination and admission qualifications for relevant types of enrollment, and notify the Provincial Education Examinations Institute.
3. Strict work discipline.Relevant colleges and universities should further improve the selection mechanism of examiners, strictly enforce the selection criteria of examiners and strictly implement the withdrawal system of examiners. Colleges and universities shall not publish comprehensive evaluation enrollment brochures or make false enrollment propaganda without examination and filing by the competent authorities; Relevant staff and expert judges shall not participate in all kinds of training and counseling activities organized by social institutions; It is not allowed to deviate from the enrollment orientation in various forms to compete for vicious students or commit to admission to candidates in violation of regulations; Shall not change the selected professional admission after publicity; It is not allowed to change the candidate’s admission major in the process of issuing the freshmen’s admission notice or the freshmen’s admission registration; It is necessary to strictly organize the re-examination of freshmen’s admission qualifications to ensure fairness and justice in enrollment.
4. Seriously investigate and deal with violations.Candidates, examination staff or other social personnel who violate the rules will be dealt with seriously in strict accordance with the procedures and regulations determined by the Criminal Law of People’s Republic of China (PRC), the Education Law of the People’s Republic of China, the Measures for Handling Violations of National Education Examinations and the Interim Measures for Handling Violations of Enrollment in Colleges and Universities, and the parties and related personnel will be held accountable according to the law. Suspected of a crime, transferred to judicial organs for criminal responsibility. For public officials who violate the rules, they will be severely dealt with according to the Regulations on Disciplinary Actions in the Communist Party of China (CPC), the Regulations on Disciplinary Actions of Civil Servants in Administrative Organs and the Interim Provisions on Disciplinary Actions of Staff in Public Institutions.
All districts and cities are requested to forward this notice to the county (city, district) admissions examination institutions and relevant middle schools within their respective jurisdictions in a timely manner, and do a good job in policy propaganda and interpretation. If the Ministry of Education has new regulations, the new regulations shall prevail.
