Beijing: Notice on Adjusting the Application Conditions and Subsidy Standards of Rental Subsidies in the Market of this Municipality was issued and implemented.

On July 17th, the Beijing Municipal Commission of Housing and Urban-Rural Development and the Beijing Municipal Bureau of Finance jointly issued the Notice on Adjusting the Application Conditions and Subsidy Standards of Rental Subsidies in this Municipality (J.J.F. [2020] No.6) (hereinafter referred to as the Notice), which came into effect on August 1st. The "Notice" will further relax the application conditions for market rental subsidies in this city, raise the standards for market rental subsidies, and encourage more eligible families to solve the housing problem through market rental. It mainly includes the following contents:

First, relax the application conditions for family per capita monthly income

The application conditions for renting a house in subsidy income in the market have been adjusted from a monthly income of no more than 2,400 yuan per family to no more than 4,200 yuan, an increase of 75%. Family housing and asset conditions remain unchanged (the applicant family members have no housing in this city and live in this city; The total net assets of families with three or less people are 570,000 yuan and below, and the total net assets of families with four or more people are 760,000 yuan and below).

Two, a substantial increase in subsidy standards, six subsidies.

The market rental subsidy standard takes into account the economic and social development level, financial affordability, housing market rent level and other factors, and is determined in six grades according to the guaranteed family population structure and income level.

In other districts except Huairou, Pinggu, Miyun and Yanqing, the maximum subsidy standard for households with two or less persons is raised from 1,600 yuan to 2,500 yuan, and the minimum subsidy standard is raised from 200 yuan to 1000 yuan; The maximum subsidy standard for households with three or more people has been raised from 2,000 yuan to 3,500 yuan, and the minimum subsidy standard has been raised from 200 yuan to 1,200 yuan. Compared with the previous policy, the market rental subsidy standard has been greatly improved.

The market rents in Huairou, Pinggu, Miyun and Yanqing are relatively low, and the market rental subsidy standard is determined by 60% of the city’s standard.

Third, increase subsidies for renting houses in some family markets.

If family members have severely disabled people or people suffering from serious diseases and family members are all elderly people over 60 years old and have no children, the subsidy standard for renting a house in the first market can be raised upon application. If Dongcheng District and Xicheng District rent houses outside the six districts of the city, and the housing lease contract is registered in accordance with the provisions of this Municipality, the subsidy standard for renting houses in the two markets can be raised. The above-mentioned families’ improved rental subsidy standard does not exceed the highest subsidy standard determined by this Municipality.

Fourth, the convergence of new and old policies

Before the implementation of the "Notice", families who have already enjoyed the market rental subsidy can apply to the housing security management department of the street (township) where their household registration is located, and pay the market rental subsidy according to the adjusted amount from the month after the approval. If the family does not apply, it will continue to be paid according to the original standard.

Each district can further improve the subsidy standard on the basis of the rental subsidy standard in the city market, and implement it after reporting to the Municipal Housing and Urban-Rural Construction Committee for the record. After the implementation of the policy, the city will further strengthen the management of the distribution of market rental subsidies, regularly carry out the qualification review and dynamic supervision of families with market rental subsidies, and focus on verifying the changes in family population and the actual rental situation to prevent fraudulent rent and compensation.

After the implementation of the Notice on August 1st, eligible families can apply for market rental subsidies according to the following procedures:

1. Apply for market rental subsidy qualification.

Families who meet the application conditions may apply to the housing security management department of the street office (township people’s government) where the household registration is located. After the application is approved, you can inquire through the module of "Housing Security"-"Inquiry Service"-"Qualification Filing Result Inquiry" in the official website of the Municipal Housing and Urban-Rural Construction Committee.

2. Rent legal houses in time.

Families eligible for market rental subsidies should rent their own houses in the market within 6 months. The rented housing must meet the requirements of relevant laws and regulations and have relevant materials. The rented housing should be within the administrative area of Beijing, but it is not allowed to rent affordable housing or public rental housing.

3. Go through the subsidy collection procedures.

From the date of the lease term of the housing lease contract, the applicant for market rental subsidy and the lessor of the house shall go through the formalities for receiving the market rental subsidy together with the housing security management department of the neighborhood office (township people’s government) where the household registration is applied. When going through the formalities, the applicant shall provide the ID card, Notice of Qualification for Rental Subsidies in Beijing Market, the housing lease contract, the bank card issued by the applicant himself in the subsidy issuing bank and other materials and copies; The lessor of the house shall provide ID card, proof of ownership of the house or proof of legal source of the house (including house sales contract and invoice, demolition compensation agreement, etc.) and other materials and copies.

4. Grant subsidies

If a family with market rental subsidies goes through the formalities of receiving market rental subsidies in the current month, the subsidies will be calculated and distributed from the next month. Before the 20th of each month, the market rental subsidy will be paid to the applicant’s bank account.
