  This is the further escalation of the garbage dispute between the Philippines and Canada after the Philippines recalled its diplomats in Canada on May 16. Panello said that the Philippine government’s order aims to emphasize the seriousness of the Philippine government on the issue of "foreign garbage" and requires Canada to immediately retrieve the garbage containers illegally shipped to the Philippines.

  It is understood that between 2013 and 2014, a Canadian company exported 103 containers containing allegedly "recyclable plastics" to the Philippines, but after inspection by the Philippine Customs, 69 of them contained a large amount of electronic product waste and kitchen waste. The Philippines accused Canada of violating the Basel Convention by exporting and transferring hazardous wastes to the Philippines, and repeatedly urged Canada to transport the garbage back. At the end of last month, Philippine President Duterte once again urged Canada to ship the garbage back as soon as possible and set May 15th as the "deadline". However, the Canadian government has always taken no substantive action on the grounds that "legal procedures are time-consuming".
