It is reported that on the morning of September 25th, the case of Chen Liangyu, the former secretary of Shanghai Municipal Party Committee, and Qin Yu, the mayor of Baoshan District, Shanghai, took bribes of 6.8 million yuan, which was heard in the first instance of Changchun Intermediate People’s Court. In the afternoon, the court sentenced Qin Yu to life imprisonment.
The court staff told the reporter that the 6.8 million yuan in bribes received by Qin Yu mainly included three properties located in the center of Shanghai. These three properties were obtained by Qin Yu from bribers by exchanging bad for good and small for big, and Zhang Rongkun was one of Qin Yu’s main bribers.
It is understood that Qin Yu and Zhang Rongkun have a very close relationship and have known each other since the 1990s. Qin Yu is also a key figure in the Shanghai social security case.
During the investigation, Qin Yu’s case was defined as "the circumstances were particularly serious". The court also paid special attention to the trial of Qin Yu’s case. "Because of the Qin Yu case, other cases will not be held today." A person from Changchun Intermediate People’s Court told reporters.
The trial of the day started at 8 am and didn’t end until around 12 noon. After the collegiate bench, at 2 o’clock in the afternoon, the court opened a court session and read out the judgment of Qin Yu.
Qin Yu, 43, was admitted to the Philosophy Department of the Political Education Department of East China Normal University in 1981. After graduating from undergraduate course, he was sent to graduate school, and obtained a master’s degree in ethics in 1988, and then stayed in school to teach.
In November 1994, Qin Yu went to work in the general office of Shanghai Municipal Committee. Since January 1995, Qin Yu has been the secretary of Chen Liangyu, then deputy secretary of the Shanghai Municipal Committee. In November 2002, Qin Yu was promoted to be the deputy director of the General Office of Shanghai Municipal Committee and the deputy director of the General Office of Shanghai Municipal Government.
When the social security case in Shanghai just broke out, Qin Yu was transferred to Baoshan District as the district head. On July 6, 2006, he went to Baoshan District to report for duty, and on July 25, he officially became the head of Baoshan District. However, less than a month later, Xinhua News Agency broadcast the news that Qin Yu was "under investigation", saying that "the relevant departments found Qin Yu’s problems in checking the illegal use of social security funds by the Shanghai Municipal Bureau of Labor and Social Security".
On August 29th of that year, the Shanghai Municipal Committee made a decision on Qin’s dismissal. Since then, Qin Yu was formally arrested until he was tried on September 25 this year.
On September 25th, Changchun Intermediate People’s Court also sentenced Sun Luyi, former Deputy Secretary-General of Shanghai Municipal Committee and Director of General Office of Municipal Committee.
Sun was accused of taking advantage of his position to seek benefits for others, and illegally accepting cash and valuables from others, amounting to more than 5 million yuan, which constituted the crime of accepting bribes. He was sentenced to 15 years in prison at first instance.
On the same day, Shanghai No.1 Intermediate People’s Court also sentenced four defendants involved in the Shanghai social security case:
Ling Baoheng, a former Shanghai sasac director, was accused of taking bribes of 500,000 yuan and was sentenced to eight years in prison.
Wu Hongmei, former deputy director of Shanghai SASAC, was accused of repeatedly accepting bribes from subordinate state-owned enterprises and Zhang Rongkun, with a total value of nearly 1.96 million yuan, and was sentenced to 11 years in prison.
Wei Xu, former vice president of Shanghai Electric Asset Management Company, was accused of taking bribes of 392,000 yuan and was sentenced to seven years’ imprisonment.
Cheng Yanmin, former vice minister of Shanghai Electric Investment Management Company, was accused of taking bribes of HK$ 50,000 and RMB 132,000 by taking advantage of his position, and was sentenced to three years’ imprisonment with a five-year suspension. cnhubei co.,ltd
