In 1954, the first Constitution of New China adopted by the First National People’s Congress stipulated the principles of people’s democracy and socialism, and determined the transition to socialism. Faced with this historical choice of the people, Comrade Mao Zedong said very clearly: "Our direction is the direction of the people." In other words, the Communist Party of China (CPC) takes the people’s direction as its own direction.
In various historical periods in the past, it was precisely because our party always adhered to the direction of the people and the goal chosen by the people that it won the sincere support and support of the people, kept itself strong in creativity, cohesion and combat effectiveness, and led the people to win one victory after another in revolution, construction and reform.

Following the people’s direction is the foundation of all the party’s work and party building, which requires us to build the party well in line with the people’s wishes and expectations. As the supreme leader comrade pointed out, "the development of the situation, the development of the cause and the expectations of the people all require us to comprehensively promote the new great project of party building with the spirit of reform and innovation." At present, the cause of Socialism with Chinese characteristics, to which the interests and happiness of the people of all ethnic groups depend, has stood at a new historical starting point. However, on the way forward, we will face all kinds of difficulties and challenges, climb countless slopes, cross countless hurdles and endure countless storms. In today’s China, except the Communist Party of China (CPC), no other political force can become the leading force in the cause of Socialism with Chinese characteristics. The people should rely on the Communist Party of China (CPC) to hold the "steering wheel" well, lead them to climb over the hurdles, overcome the difficulties and challenges ahead, achieve the set goals and realize their desire for a better life. The people are particularly eager to expect that the Party can solve the problems existing in its own construction, always sit in the same boat with the people, share joys and sorrows with the people, and be the "caring person" and "the backbone" of the people, just like in the revolution and construction years. To strictly manage the party in an all-round way means to take the people’s wishes as the will, take the people’s expectations as the goal, and manage and cure the party with a pure heart for the people.Ensure that the party is built into a party that truly reassures the people, satisfies the people, and allows the people to rely on it.

He also talked many times on various occasions about "establishing a people-centered work orientation", showing full feelings for the people and also highlighting the value orientation of people first. Today, we follow the people’s direction to promote the comprehensive and strict administration of the party, and we must be in line with the CPC Central Committee with the supreme leader as the general secretary, and solve the problem of value orientation in a down-to-earth manner.
Serving the people wholeheartedly is the fundamental purpose of our party and the fundamental value orientation of our party. The Communist Party of China (CPC) is a faithful representative of the people’s interests, and has no special interests of its own. The Fifth Plenary Session of the 18th CPC Central Committee proposed to adhere to the people-centered development thought. This requires our party to properly handle the relationship between reform and development and the interests of the people in the process of reform and development, and truly achieve development for the people, development depends on the people, and development results are shared by the people. To strictly manage the Party in an all-round way, we need to deepen the reform of the Party’s construction system, so that our Party can better implement and practice the people-centered development thought, and really plan and promote reform and development from the perspective of enhancing people’s well-being and promoting people’s all-round development. Comrade Supreme Leader pointed out that we should "constantly solve the most direct and realistic interests that the people are most concerned about and strive to make the people live a better life". This is the most direct purpose of planning and promoting reform and development, and it is also the goal of strictly administering the party in an all-round way.
Adhering to the value orientation of people first means that party member cadres should adhere to party constitution’s stipulation that "the interests of the party and the people are above everything else, and personal interests are subordinate to the interests of the party and the people". This provision of party constitution is essentially a provision on party member’s basic value orientation. The overall value is higher than the individual value, and the interests of the party and the people are higher than and greater than all individual interests. This determines that party member must put the interests of the Party and the people above personal interests, and must subordinate personal interests to those of the Party and the people. Incorrect value orientation is the fundamental reason why many problems with clear boundaries between right and wrong have been confused. The reason why some cadres in party member have inflated their selfish desires and become corrupt is that they regard individual value as higher than the overall value and personal interests as higher than the interests of the Party and the people. Therefore, to strictly manage the Party in an all-round way, we must help party member cadres to straighten out the relationship between individual values and overall values, and between individual interests and the interests of the Party and the people from the fundamental values and value orientations. Only when party member cadres put the interests of the party and the people at the highest position in their hearts can they stay away from vulgar tastes, fly in the doghouse, and be open-minded, selfless and fearless in their careers; Only by putting the interests of the party and the people in the highest position in our hearts can we be courageous and stand up and make contributions when the party and the people need it.

To follow the people’s direction, we must keep close contact with the people. The fundamental way for our party to serve the people and govern for the people is to keep close contact with the people. In addition to strengthening the awareness of connecting with the masses from the common goal of the party and the people and the party’s fundamental value orientation, we should also prominently solve the old problem of how to always adhere to the party’s mass line under the new historical conditions.
First of all, under the new historical conditions, we must adhere to the mass position and viewpoint of trusting and relying on the masses. In the past revolutionary war years and construction years, we need to rely on and mobilize the people closely, fight against powerful enemies with real swords and guns, and fight against all kinds of natural difficulties with bloodshed and sweat. Today, in the era of big machines and internet, modern production does not need to mobilize and organize thousands of troops in many fields; Business entities are diversified, and many fields do not need the unified organization and unified command of the party and the government as in the past. However, no matter how the situation changes, only the specific form of mobilizing and organizing the masses has changed, and the substantive requirements of relying on and mobilizing the masses have not changed. To strictly manage the party in an all-round way, we must strengthen the mass stand and viewpoint of trusting and relying on the people.
Relying on the people, there is also a question of whether to rely on all the people or only a few people. From the era of revolutionary war to the era of reform and opening up, the party has closely relied on all the working people who account for the vast majority of the population. However, today, in the minds of individual party member cadres, there are only wealthy classes, groups and regions, because these classes, groups and regions can quickly produce figures and "achievements". However, poor classes, groups and poor areas do not have enough weight in their hearts. This not only violates the Marxist view of the masses, but also deviates from the goal of building a well-off society in an all-round way today and the people-centered development thought. A well-off society in an all-round way is a well-off society that benefits all the people and strives to eliminate poverty and move towards common prosperity. To build a well-off society in an all-round way, we must rely on and mobilize all people. We should have all the people in our hearts, especially the poor classes, groups and poor areas under the current circumstances.
Secondly, under the new historical conditions, we should adhere to the leadership methods and working methods of coming from the masses to the masses. Comrade Mao Zedong once pointed out: "In all the practical work of our party, all correct leaders must come from the masses and go to the masses." In the era of network information, the developed information provides us with many new channels and means to understand the situation of the masses and listen to their opinions. However, these new channels and means can’t replace some traditional fundamental mass work methods, especially personal visits to the poor, field visits and investigations. The demands and voices of the masses can only be understood face to face and body to body. Many important policies and measures on reform and development need to come directly from the masses. For example, at present, the whole party and the people of the whole country are very concerned about the precise poverty alleviation, and it is impossible to do a good job without one village, one household or even one person. Therefore, we must always adhere to the scientific leadership method and working method of coming from the masses to the masses at any time and under any conditions. If we give up this scientific leadership method and working method, we will be helpless and it will be difficult for our party to become a strong leadership core.
Connecting with the masses is a question of basic standpoint and viewpoint, and it is also a question of basic emotional tendency. Lenin once called the contact between the Party and the people a "living contact" and called on the Bolsheviks to "live among a large number of people and know their feelings". Our party calls the contact between the party and the people "flesh-and-blood contact", which further highlights this emotional connection. To strictly manage the Party in an all-round way, it is necessary to enable party member cadres to truly establish flesh-and-blood feelings for the people and show their true feelings. Only in this way can we truly unite with the people, share the same breath and share the same destiny.
We must draw infinite wisdom from the people to strictly manage the party in an all-round way.
To follow the people’s direction, we must draw wisdom and strength from the people. The foundation and blood of the party are in the people, and the strength is also in the people. This is the greatest political advantage of our party and the fundamental reason for its development and growth. To strictly manage the Party in an all-round way, we must make good use of this political advantage. Comrade Mao Zedong initiated the great project of Party building. He pointed out that the source of the Party’s strength is the people. Comrade Deng Xiaoping initiated a new great project of Party building. He said that "many things in the reform and opening up" came from "the wisdom of the masses and the wisdom of the collective". After the 18th National Congress of the Communist Party of China, the supreme leader comrade summed up the experience of governing the country and said: "The masses of the people contain the wisdom and strength to govern the country and the party, and the strict administration of the party must rely on the people".
To draw wisdom and strength from the people and rely on the people to strictly manage the party, we must worship the people as teachers and learn everything useful from the people with an open mind. We should put down our airs and make plans and preparations to learn from the people for a long time and even for life. We should treat all opportunities to deal with the people as opportunities to learn from them, and really put ourselves in the position of "primary school students" and ask them for advice, instead of pretending to be in power or "wise men." The people have great creativity and are creating new things and experiences all the time. These new things and experiences are exactly what our party needs to govern the country and manage the party. Learning from the people requires us to respect their initiative and be good at discovering, summarizing and absorbing the new things and experiences they have created.
Drawing wisdom and strength from the people, relying on the people to strictly manage the party, and consciously accepting the criticism and supervision of the people. At present, some party organizations listen to criticism more in economic and social development, but less in managing the party, and there is a problem that accepting people’s criticism and supervision is not in place. The Communist Party of China (CPC) is the representative of the people, and the party must be criticized and supervised by the people. The people’s judgment and satisfaction are the basic standards to test the effectiveness of managing the party and the party, and they are also the driving force for managing the party and the party. Without the people’s criticism and supervision, we will turn a blind eye, and we will lose our compliance in strictly administering the party in an all-round way; Without the criticism and supervision of the people, there will be no objective evaluation and no motivation to advance if the party is strictly managed in an all-round way.
